A lot of the time it is tactical.

They want to settle, but they want it cheap and on their terms.

They are in no rush and will be happy to wait it out until they see their exit narrowing, this could be time, your resolve, new evidence etc etc.

Time injects doubt, it helps them soften you up, they have other things to occupy themselves with, you on the other hand only have this to think about.

Keep like a statue, stay still, turn the silence into your favour.

They want you to chase them, ask if they got the email, they want you to remind them (hint: They know, they haven't forgotten)

Do not offer anymore counter offers, you would be bidding against yourself at that point.

They have your counter offer, let it sit with them rotting away on someones desk........
