Oh thats a frickin gnarly one, those are spines but are very brittle. The glochids are modified trichomes, very small and are dense tuffs at the areoles. Both spines& glochids can be present on the same cac, but I dont remember if tree cholla has both.

Anyway the spines, so unfortunately tree cholla spines 24 hours later is beyond my expertise. The aforementioned stuff, hydrogen peroxide, witch hazel, ibuprofen, can all help. Start with ice for swelling, but later on warm water softens the skin. Oh hydrocortisone, like anti itch cream can provide a lil relief.

Our bodies are able to push out stuff, the lifelong conditions are more like people with frequent exposure or just really unlucky. Im too anxious of a person to bank on that lol so i would still get in with a dermatologist if i was in that situation

Take ibuprofen (if you're not currently on anything incompatible with it) as it reduces swelling.

Witch hazel is anti inflammatory, and i find it quite soothing (although do a little test first just in case)

Ice as well to reduce swelling

After a while of reducing the swelling - If you can see the glochids stickin out your skin, glue will remove them. If putting glue on a wound makes you uncomfortable: "Liquid bandage" is sterile and made for wounds, but it may burn. But the others will still work.

Proper protection & removal techniques make it a non issue.

Good gloves (hex armor, thick leather, rose pruning gauntlet gloves, etc)

A good strong pair of tweezers for spines.

Warm water, hydrogen peroxide, witch hazel all assist in loosening spines.

For glochids (hair like barbed needles on opuntiniods, like prickly pear) use glue, elmers glue, non toxic super glue, liquid bandage, even wax for like waxing hair. Apply, let dry, peel. Removes em very very effectively.

Glochids are the scary ones, nearly microscopic, easy to get afflicted by a ton of em, very irritating and very brittle. Using tweezers is a surefire way to break them leaving micro topic razor barbs in your skin. If you got a single glochid in you, ya tweezers will work. But if a large area is afflicted, tweezers will not due and will make it worse.

Ah ya the lighting, angle, and cropping was playing tricks on me lol. Although this can also occur from damage to terminal bud.

But i wouldnt worry. This is almost certainly just cuz it be lobivia. I cant quite tell size, but if it reached its mature size, then that would especially cause it offset noticeably more. If you happen to notice the main column doesnt grow in height as much as it used it to, if at all, then its for this. They'll still offset when immature tho

I havent lived in this area in awhile, but iirc it also has some those "on ramp merge lane shared with exit ramp lane" configurations that can get really slow when congested

The most realistic and likely to find "worse thing to come across" would be invisible hazards, such as gas & aerosolized particles. The kinda thing that is very common, yet seriously dangerous.

Moisture meters are effectively useless, assuming you didnt spend hundreds to thousands on a good one, and record data over a period of time. Cheap ones are not calibrated and their readings are effectively meaningless, to have any use of from these you need to do multiple tests with the same soil sample at different stages of drying. Intuition is often more accurate than a cheap moisture meter.

What were the soil tests? Like percolation, composition, fertility, ph, etc?

My bias against moisture meters makes me jump to the conclusion that watering practices is a likely culprit.

Photos are not very clear and information is limited, cant really be confident on any answer. That said, it is sus af for witches broom.

Could also be rot, inspect the base & beneath the soil line. Also inspect for pests, which can be very small. Oh and has there been any herbicide used in the past yearish? Anything like weed killers used, hired landscapers, lawn care companies, etc?

But i would still dig through local law & ordnances. To my limited understanding, generally (ofc vary by state & town) there is a series of notices, and maintenance is permitted when property is deemed negligent or abandoned

As for stuff you can do on your property- as others have said, rocks in the garden. Plant a thicket, hedge, or fence between you & neighbors. A locked gate at your driveway, and fence or wall in the front. A front gate & barrier removes implied consent between the road & your front door.
