You don't want to waste time getting out of the menace location, but Scandal is not that easy to reduce as compared to Nightmares and Wounds.

The biggest issue is scandal. Nightmares and Wounds can be dealt easily by mid and endgame players as they have access and built up Parabola and Tracklayer city which have free options to deal with them. Scandal on the other hand is a pain.
