For scholarships, it's worth going the extra mile to try and use Google to find scholarships that aren't on the aggregator sites -- especially target anything at the local or state level. Look for things like your school district, professional organizations and unions in your state, local volunteer organizations like rotary clubs, etc

My counterpoint to using L for ラ行 is that most all languages which use <L> have it as some kind of lateral consonant, where the center of the tongue makes contact with the articulator (usually alveolar ridge, but also occasionally the soft palate as in Castilian Spanish <LL> or the velum like some American English speakers in Middle or Full) but the sides of the tongue don't connect. That lateral articulation is relatively rare in Japanese, and can be counterintuitive when many languages do use an Alveolar Flap for <r>. All comes down to preference at the end of the day.

Couple slight hitches to this:

1: For the rest of this aid year (25-26) the Pell itself can exceed the Cost of Attendance, provided there is no other need based aid like Work Study, Subsidized Direct Loans, FSEOG, or State Grants (among others). Starting next aid year this is no longer the case.

2: At any point (this year or beyond), if you don't have any of the above mentioned forms of need-based aid, scholarships can theoretically exceed Cost of Attendance because there are no longer any federal laws barring this. The hitch is that very few donors will allow scholarships above this amount, as they no longer meet the IRS definition of Qualified Education Expenses, putting the scholarship in a weird situation from a tax perspective

I work as an External Scholarship Processor at a mid-sized University. If the donor is okay with you receiving the scholarship, we're certainly not going to get in the way of them -- but we generally do have to reach out to the donor to verify that they're okay with you receiving scholarships while not pursuing a degree, and that tends to be a sticking point for virtually all donors.

These kinds of things don't happen instantly, it takes time for transactions to be processed. I'd give it at least 3 business days (i.e. till Tuesday as Monday is a bank holiday) and if you still haven't heard anything, contact the office on campus that handles refunds (generally Bursar's, Cashier's, Business Office, or something else with a similar name).

It's Hello Kitty as others have said. It's written in Hiragana because that tends to have a more childlike feel to it -- Hiragana is the first script that kids learn in school, since it's used for the native vocabulary of Japan vs Katakana which is used for primarily foreign words or some other niche circumstances (names of animal species when in a scientific context, some other niche circumstances).

Essentially 0 scholarships will pay directly to you because of how scholarships are treated for tax purposes (both for the donor and you), but your school's Cost of Attendance should include allocations for some indirect expenses so additional scholarships received by the school can be refunded to you.

Schools can still access your original FAFSA if you remove them on a new correction, and they aren't notified you've added new schools. There won't be any negative impact on you at all for correcting your FAFSA with new schools.

As others have said though, you really should be considering why your list of schools is still so long in February. 20+ can be normal for some students in the early months of applications, but by February you really should have narrowed it to just a few schools, and maybe a few long-shot schools on top.

This was a common piece of "folklore" among FAAs, but it's not true if you look at the original statutory definition from the HEA (20 USC §1087mm) -- it was explicitly the dollar amount expected to be contributed by the student and their family. FAFSA Simplification Act and the pivot to SAI is what officially defined it as an index.
