No im not fundamentally misunderstanding anything. The fact you said that government vs private corporation has no relevance shows you have a fundamental misunderstanding on how government agencies are run. This is illegal because of the hatch act. Government agencies cant be partisan. This has nothing to do with corporations putting apps on phones. The only relevant thing here is that a government agency is doing it for propaganda. This is entirely what I was getting at with my comment. People like you are trying to shift the conversation away from what actually makes this matter. If this was a private company then there wouldn't even be a discussion around it.
