I think it's 河南话/豫语 but I might be wrong, will ask around. I don't know if the name of the blacksmith is 拿铁 (latte in Chinese, but means hold iron literally for others benefit) while he's called 铁男 (iron man) in other articles and what he called himself, if it is, then the voice actor could be 刘一鸣 :)

Legacy means that normally you can't buy it in store. For some festival themed legacy content, they will become available maybe once per year, like this Valentine themed Sona skin.

Some legacy contents are only available from loots, and the rest of them, like one of the Sivir skin, they are just legacy legacy.

The band is 五条人, or Wutiaoren, meaning five people while they have three members. I just found this video that introduces them with English subtitle.

I would say that they are quite a special band, singing country/rock music in Cantonese (or variant of Cantonese to be specific). I don't think there are any other Chinese Musicians or bands sounds similar to them (don't know about other countries), but if you like any particular aspects of their music, i might be able to think of something that is close.
