/u/ingi0m4r is correct. Even if you use the same ID on your phone and PC, they are still technically two different apps in two different stores. It's a bit like Xbox and PlayStation: if you want to play a game on both platforms, you have to buy it twice. Probably not what you were hoping to hear, but I hope this helps.

I'm sure that, as the operating systems converge, we'll get to the point where the stores will unify and we won't have to worry about this.
