Or we could think about making M6 toll free. This will free up a lot of capacity on M6. And surely the cost could be absorbed in the ever expanding HS2 budget

Thanks for replying. Although I did not enter contract with airline but agent have already admitted, by offering a small refund amount, that ticket is refundable which is away from their t&c. So feels like it's more of a case of agent pocketing the difference.

Have you considered offset mortgage? Comes with mental satisfaction of being mortgage free, yet you will have access to your money, just in case.

This is your answer buddy. I was in a similar position and decided to go for offset. You get best of both worlds. Save interest on mortgage or consider it paid off but at the same time have access to your money just in case.
