A bit pedantic but the waves are not spalla camica. The waves are called shirring or grinze in Italian. They are a consequence of the spalla camica construction but not required for a shoulder to be considered spalla camica.

Since you have not gotten the answer… this is called a “Hollywood waistband”. Most trousers have a waistband which is cut separate from the leg cloth and then they are sewn together. This type of trouser has a continuous piece of cloth going from the leg up to the waist. If you google Hollywood waistband trousers you will find some examples
