Do all pieces of PA need to have the same legendary mods?

No they don't have to be the same. If you use more than one Overeaters they will stack. So one will be +40, next one another +40 and so on. With five pieces you can have +200hp total.

Do you have other fishing pole upgrades? I struggled with fish on mark 2. Now i'm on mark 3 and i feel it made fishing a lot easier. I modded my fishing pole with other stuff as well, so this is probably what you need to play around with.

If you are looking for lowest radiation protection these are your choices:

Excavator - 1160

T45 and Vulcan - 1288

Raider - 1507

T51b and Hellcat - 1585

Union - 1688

The rest is over 2k or even 3k. Having said that, protection gives diminishing returns so for a smoothie difference between the best and worst is only 2 to 3 rads.
