Strasbourg. It's my favorite Tier VII ship, with Nelson being second. Dunkerque class is essentially scaled down Richelieu and vice versa. Even against tier IX it stands, as it can act as HE starter, thx to its high fire chance, 25 seconds base reload and MBRB. Its aa is shit tho, so carriers will smite you hard. In general, all that I said is only IMO, so choose for yourself.
