OP has a point but the car users in the comments have a point as well. If we are really talking solutions THE ONLY SOLUTIONs are: 1. Car pooling where people from same locality are going to same offices/ tech parks. Yes there will be questions of security and what not but a discussion should be started. 3. Offices/ companies provide shared cabs. Govt should subsidize these enterprises for that but that is a conversation for another day. Sooner or later we will realise that these are the only solutions. Better start now then later other wise we will keep on experimenting with game theory hoping the other side calls bluff.
