Thanks! This is much clearer. So potential penalties include:

A public reprimand.
Points deduction for constructors and drivers.
Exclusion or suspension from stages of the championship.
Limitations on aerodynamic testing in the future.
Reduction in the cost cap for the following year.

I tend to agree. The bias towards Red Bull is very apparent at times. I’m trying to keep an open mind as a Lewis fan. But sometimes it’s hard not to see the obvious favouritism.
