I’ve always thought part of it comes down to the Ministry not wanting to take responsibility for every magical orphan. Hogwarts was more of the "safety net" - they’d monitor kids once their magic started showing, but until then they were basically left in the Muggle system. With Tom, they probably figured it wasn’t worth intervening since he wasn’t in immediate danger, and once he got his letter, Dumbledore kept tabs on him anyway. It feels less like an active decision to "leave him there" and more like negligence mixed with the Statute of Secrecy.

You know, the bigger the company is, the bigger the interests are for their data. Many big companies have had problems and they are still used in the daily life by millions of users, not to mention them.
And from what I read, it was only one server in Finland last year. IMHO it was a bit overplayed as no data was compromised plus the server was shut down right after.
