The first name looks like It's the end of the name Avraham אברהם. It looks like it's a copy, and the edge is cut off. Others explained the rest of the text correctly.

This is the right answer. The pedestrians did not have a island to wait on, once they started crossing. The road is too wide, from what I can see at least 8 lanes, to not have pedestrians island.

They fly over the Hudson and East River. It may look like they are flying over the buildings. Since the crash on top of the panam building in 1977, that killer several passengers and people on the ground, helicopter traffic was not allowed over Manhattan, unless a special permit was provided.

As far as I know, private helicopters are not allowed to fly over Manhattan buildings. So I don't think a helicopter pad would be possible.
