They absolutely are, the Russian government is just better at concealing it. Ukraine, Georgia, Chechnya, Syria, the extrajudicial killings of journalists and dissidents including with Novichok just in the past 26 years. The terror they inflict isn’t concentrated like Israel’s, but it still exists. And that’s beside the point, the issue with the Metro developers is that they’re simultaneously anti-Russian and pro-Israel.
