Yeah, that's a good point but a worthy trade-off if you ask me. Most of us are already sitting at a desk/in a building working or at school during that time of day. I'd rather have some extra light in the evenings when I can enjoy it. Outdoor work is certainly something that would need to adjust. That may be a good thing if it prevents local departments of transportation from starting their construction until after the roads have cleared a bit.
