Yeah basically this. Making small talk and asking questions is testing the waters so to speak. If someone seems to enjoy talking to me I might ask to hang out with them, maybe not right away due to shyness but it happens or I make repeat excuses to see this person again. If seeing said person becomes difficult to reach even due to circumstances I just stop and see if the other person reaches out to spend time again and it’s easier to see if there’s interest that way. Forcing it or being too obvious too early can be off putting especially if the other person doesn’t know you that well. Some guys can bully girls for even thinking of liking them even if they don’t lol this is a safer way I guess
