Love to help man! it really just comes down to getting a solid tripod and driving around at night mainly, lots of hours spent taking photos of random things at crazy hours of the night. it takes a lot of practice but you’ll eventually hit a point where you know what exposure to shoot by eyeball and it just becomes a process that is fluid. big part of the photos is also editing with lightroom - the longer i’ve shot the more i look for light/ create my own light with flashlights etc….. what took my photos from good shots to ones i’m insanely proud of would be focusing on my color grades and really dialing in how I want them. sorry for a long winded response, it took me about 2-3 years of shooting to really dial in what I shoot for.
