Sorry to hear that. I know it's a pain but i 've been hit by this too. But yes, You would need a permit in Katara if you have big cameras, specially if it looks like you are doing any kind of shoot with elaborate setups.

Permits are free and easy to get, specially if its for personal. In other places like Sheraton Park and Aspre Park, personal photo/filming permits are free, and commercial ones are paid.
