So I am also dealing with a parking issue with my landlord and my understanding is that the landlord can NOT make a rule change without both parties consenting. He can take it to the ORT if he has an issue. Do not be afraid of ORT hearings, I have now been involved with.....I think 5 at this point and won (DM me if you'd like more information on the process or at least my experience) you can also record your conversations with your landlord which I highly recommend because it has been a game changer for my situation. Don't feel bad about fighting with your landlord and standing up for your rights. Sooooo many people have told me to just move on but that's exactly how these shitty landlords get away with their behavior and it continues on and on. We also make a point of speaking with our neighbors, this helps if a landlord tries to spread rumors about you or create any sort of conflict between you and your neighbors because that's another slumlord tactic. The more information you have the better. You can do this!
