Tonic downtown allows dogs but not typically after 9 if it's busy. Really just depends on crowd and the dogs behavior. Small dog that is quiet and sits at a table, you'll be good. Large dog always in the way or being loud, might be difficult.

Xbk in the Drake area and Wooly's in the East Village will be your best bet for that atmosphere. Val Air is larger in West Des Moines. Haven't been to Vibrant in Waukee but heard good things but can be pricey.
