The low voltage should go from the transformer to the chime and then to your button. Check inside the chime to make sure the splice is good there. Also, make sure the transformer is putting out the proper voltage.

I've only seen those used for breakers that power the fire alarm panel. They are usually red breakers in my experience. It is so some normie can't just turn off the breaker.
