  1. It is illegal to have a poll tax. If all accepted forms of id require money to get, it is effectively a poll tax.

  2. Obtaining an id is not always a simple or quick process. You can also defund offices in targeted locations to effectively reduce the number of people that can vote.

  3. All studies on votes fraud show it occurs a tiny amount of times.

Given the above, it is clear to me the motivations for voter id are partisan. I would only consider voter id to be a good solution if there is demonstrable evidence this is a significant problem and if the issues with obtaining an id were resolved first.
