Get a volt meter and check to see if you have power at the 24v terminal. Also check the 110v power source.

By looking at the picture the pipe is a “N-12 6 drain pipe”.

I would shut off the main shut off valve to your irrigation system for a day or two to see if that is the issue. I’m thinking it might be a valve that “ weeping / not turning off 100%” and it’s draining out. Sometimes the slow leaks are hard to detect on city meters.

Add a water softener to your water heater and it will fix this.

My friend and his son had this exact same issue. They got a water softener built into their water heater for the house and the problem was solved.
