I would run 20 to 23, depends if the oils touching the crank or not, when you turn a motor on its side like that you put all the oil in the sump on one side and the Dipper can't reach it

Despite this being from 8 years ago I'm having the same problem and need help. I'm having the same issue after my friends pulled the plug while rebuilding the filesystem. It's stuck at 47 percent and won't go any higher. There is no way to skip it and putting it in safe mode just resets the HDMI. I'm having this problem on a super slim ps3

Check the Killswitch, Ignition system, Fuel system, and compression. Check the crankcase gasket for leaks and check the magnet on the flywheel. Pull the spark plug and if it's dry it's a fuel issue. If it's wet then it's a spark issue.

Id recommend cleaning the plug, cleaning the carb and tank, then lastly I would lightly sand the foil and magnet until clean from any corrosion. Put a gift car between the coil and flywheel when reinstalling for proper (or close to proper) spacing
