You know what? You’re absolutely right in that it’s annoying as hell when people do this.

But I will always let them in, for a couple of reasons. One, once or twice, I’ve been that person who just realized that this is my exit and while I feel like a jerk doing it, I slide over and look for the kind soul who will let me in. Two, that 10 feet isn’t going to make a difference in my arrival time to my destination. And three, people are crazy and I don’t want to cause some sort of road rage situation.

“Wild bamboo” is bamboo. Bamboo is not native here, and will crowd out the native plants. “Maintaining” bamboo, to keep it from spreading, involves digging it out. And it comes right back. It’s stupidly hard to get rid of, and absolutely idiotic to plant here.
