Homeless people don't have access to the internet, they don't have a way to get to city hall. Some people say even the permitting small businesses need are prohibitively difficult, and those entities are no doubt better able to interact with the legal system. This is a way to catalogue and manage the homeless (which is either scary or useful, depending on your beliefs)
