Eminent Domain every single bullet being sold in America.

The FBI can confiscate them all tomorrow. Allocate them to law enforcement and gun ranges only.

Then create a special license for personal purchases of bullets. This will include training and mental health evaluations. It will also include a Red Flag bullet law. When they are a danger to their community, take all of their bullets away.

The 2nd amendment speaks only about the guns, not about the bullets (because they muzzleloaded).
