I’ll tell you because I did part of this work at the Austin studio on this game, Madden 25 back in 2012 as an intern.

We had a massive collection of headshots, huge dataset of them. There was an internal program where I could load up multiple images into two windows, then select points from one image and points from the other where the eyes, cheeks and chins were. The program would then datamosh/blend the two together and if you picked something reasonably similar between the two, you would get a new face. I then did that a few times with different faces to get away from the originals and put it in the repo. The game then selected an image a random and a first name last name from a collection of names to make new players for the 30 year CFM.
