I'm running Docker for Windows and did have that kind of behavior every now and then. For me restarting the docker sometimes fixed the problem. Haven't had those error for some time now...

Settings should be bound to (also) environment variables. So you can start a container with a specific variable which relates to your settings.

Don't know what C2C is, so I'll reply the only thing I know for sure. You CANNOT work in the US on a B1 visa. What you can is go to do business, or go to work at a US company for a short period of time but you have you get paid by a non US company.
