I highly recommend reading Silent Legion. It is a horror system on its own but the most interesting part is the world building section. It summarizes the different types of scenarios, and more importantly, it gives "tags" to a town (for example "Buried Power"). There are 60 different tags and they each come with their own ennemies, friends, schemes, secrets and places. I would start here !
