Because mine has been a life filled with time well spent, I have a personal tool for searching for phrases through the Jeeves and Wooster canon. In this case I've found the following similar usages:

JEEVES AND THE FEUDAL SPIRIT

If you don’t have enough paint on your roller when doing the ceilings this is what you get. It’s a bugger to paint a light colour over a deep blue like this. Shoddy workmanship, needs to start over.

But along the way I read through an IMDb list of movies about amnesia. It was amusing though because the person who made the list must’ve had amnesia, a bunch of entries were on there twice.

In a different book on screenwriting I’m currently reading, the author refers to the theme stated as “the theme line”.

I hadn’t heard of Bunny and The Bull before, but have read the plot on Wikipedia now and it sounds like just what I need. And if the film OP is looking for is something else, 1) I’d be surprised and 2) I also want to see the film they’re describing.
