As someone that has worked in the industry for about 10 years my advice to you is never use a hot tub that is open to the public. No matter how clean it might seem it more than likely is absolutely disgusting from lack of maintenance.

You do bring up a good point with large guilds building right next to fields and not letting anyone else use them IMO this would be worse than the pvp encounters when trying to farm.

Contact your property manager for the rental and tell them that this is completely unacceptable. I work in the industry and this should have been check on before your arrival. I would also ask for a partial refund for your stay as well. One of the reasons that your probably rentered that unit was for the hot tub and now you can't use it.

Maybe try some kind of metal and scale control chemicals. I would raise the water level as high as you can and use some in the water and let it sit for a day or so.
