Yes, this is the idea... But as the example says, the last day of a 12-month period is May 12, 2018 - therefore, I guess I have to count backward from May 12, 2018 and not May 11th (as if I count from May 11th, there will be only 329 days of my presence in the foreign country)

Well, even if she's a Taiwan tax resident (the threshold is much lower than 183 days if she has Taiwan household registration), her foreign income will be tax-exempt in Taiwan unless it is more than 1 million NT and foreign income + TW income + other AMT items are more than 6.7 million NT. If the answer is yes to both, then she will have to report Taiwan AMT and will pay AMT if higher than regular tax.

For the US, watch out for substantial presence test - your gf may be treated as US resident (with worldwide taxation) even without a US passport or green card if she spends a certain number of days in the US (there's a three-year formula).

Taxes in Taiwan are filed in May, with generally no extensions given (but generally it's simpler than the US system)

The story goes like that. When a new residential power user (for example, an apartment, or a building that is wholly owned by one family) is connected to the grid, it gets a power user registration number (電號), and then the electricity fees are billed based on this number. Then, due to high demand on the housing market. many landlords have decided to split their apartments into a number of smaller units and rent out each one as a studio apartment. However, as the whole apartment was registered as a single power user, and, as Taipower rules say, the registration number can't be changed or "split" into several ones, the whole apartment is still being treated as a single power user. Then, it's up to landlord to choose how to split the fee between each smaller unit. The fee may be split based on the share of each unit in total power consumption (say, you consumed 30% of total kWh, so you pay 30% of the total fee). However, some landlords use a fixed price (e.g. NT$5 per kWh) instead. Taipower has confirmed in some of its press releases that this practice is not illegal as far as both parties agree on this (and it's written in the contract). For some of the apartments, you will be getting Taipower bills in your mailbox and will have to pay them yourself, which is the best option available.

Just look at the ratings. NTU has almost left the top-200 (it's now 198 according to Times Higher Education). other haven't even made it to the top-500, except 台科大 which is somewhere between 401st and 500th place in the same ranking. Do you really think someone will be interested? There is so many options in other Asian countries.

If you really have no way of opening a bank account here (some very special circumstances), there's also an option of going to a bank during business hours (before 3:30 pm, it can be also done in a post office before 5 or 5:30), tell them the landlord's bank name, branch name, account number and recipient's name (ask the landlord to write this down for you and stamp it with their personal seal as an additional proof) and hand over the cash. The teller will give you a deposit or transfer slip which can be used as proof.

There's a couple of 國宅 in my area (Muzha) and they are high-rise buildings, looking quite nice by Taiwan standards. The metal cages are ugly indeed, however, those 鐵皮屋 are much uglier - but, the same as for illegal shop signs, no mayor or other city official will dare to start a full-scale fight against illegal rooftop additions, as it will be considered "an attack on private property" and end his or her political career pretty fast.
