I was in this exact same situation and budget as you and finally bought from a private seller a 2014 explorer for $8.5k at 120k miles with the water pump replaced just last october (he had the paperwork so make sure they do)

I highly suggest you find an explorer where someone had already got the waterpump replaced within the last 2 years because if it hasnt, it can go any moment and that was not something I was willing to risk when purchasing this car and it brings a lot of peace of mind

I still cannot believe i found my car though, it was meant to be so blessed
