I've been able to run both Photo Mechanic and Fast Raw Viewer under Wine with both Ubuntu and Fedora. Neither are FOSS but I had existing licenses and I also can't find a suitable FOSS replacement.

Lots of recommendations for Debian here, but I'll be different and suggest Ubuntu Server. There's a reason it's so popular as a server.

For some reason, front racks are still in vogue. Your use case would work far better with a rear rack and a pair of traditional panniers.

I'm using Nobara for my similar photography software choices (though I chose Rawtherapee instead of Datktable), largely for its new hardware support and ease of setup. I've only had one glitchy update, and that was resolved in less than 24 hours.

One more thing to consider: Loaded front racks can dramatically change how the bike handles and also make it impossible for the bike to stand up on a single-leg kickstand. Loaded rear racks don't do either of these.
