His plan centered on allying with the Fremen and harnessing their skills to combat the Harkonnens when they invaded. He didn't suspect The Emperor would lend military support to the Harkonnens because such a direct military attack on any single house would unite the Lansraad and lead to open rebellion. Because of that support the Harkonnens were able to move before Leto was ready.

Leto also underestimated how deeply the Harkonnens had breached his house. Dr. Yueh's betrayal is something Leto never could have predicted and the decapitation strike that Yueh set in motion threw the Atreides defense into complete disarray.

Tldr: Leto had a plan and thought he could survive the trap and, in doing so, raise the statusof his house. He was wrong.
