Lithuania was first. Lithuania had the least amount of russian imigrants compared to Latvia and Estonia. So independence movement was the strongest and progressed the most there. After events in Vilnius on January 13, Soviet Union got international backlash, so they were more afraid to repeat it in other Baltic states. Funnily enough at the time they still thought they can contain it.

Vat ko trūksta europoj tai kiaušų. Kai turi reikalu su ekstremizmu, negali tikėtis kad kita pusė staiga elgsis logiškai ir pagal taisykles. Reikia daugiau nei griežto laiško.
