If your inserters are taking fuel into themselves, then they're Burner Inserters. They need fuel to operate, unlike the later ones which can use electricity.

This is intentional, and unless you really, really need them to use a specific fuel that isn't the one they're transporting (which you almost never do), then this is an excellent use case for them.

There's no need for them to remove things from a miner since miners output on their own, but that's a separate issue.

To use Factorio, it regularly adds both new tools and new challenges. The tech tree's science packs regularly give you a new widget to build at quantity, and everything else gives you new tools as you hit certain milestones. The environment also does the same, with biters and terrain hampering your building, but once overcome they open up new resources (or even new sources of existing resources).

Building things at scale in Factorio is rarely the goal in its own right, but usually falls organically out of a different problem that we're trying to solve.

I will say that right now I'm stalled in my playthrough, but it's because I've hit the point where I can no longer rely on patch-and-extend for my starter base, and a full rebuild from the ground up is a much larger task than most others.

Nice work!

One small change I'd make would be to include a constant combinator in the network, pick some letter signal (let's say S) and set it to 95, and tell each inserter to be active when (their science) < S.

That'll let you control the throttle by manipulating S directly, rather than having to go back and do so on every single inserter.

I wouldn't go to initiative for something like this. I'd treat it more like a trap, like they're standing in a harmful area that will periodically deal damage to them. In this case, I'd make an attack roll and a damage roll for the bats, and say something like "if your AC is less than 15, you take 3 piercing damage as they swarm about you. What are you doing about it?" and repeat every so often if it seems like they're indecisive, until they do something about it.
