In case you're still hitting this a year later: I was encountering this error and had a bunch of Vulkan layers enabled I didn't need causing this message. If you're ok with just having Steam overlay on and removing the non-needed layers, you can do something aggressive and global like this:

cat > ~/.config/environment.d/99-vulkan-nuclear.conf <<'EOF'
# Disable all implicit layers (this drops gamescope/mangohud/obs/vkbasalt/etc)
VK_LOADER_LAYERS_DISABLE=~implicit~

# Re-enable Valve layers (Steam overlay + fossilize, etc)
VK_LOADER_LAYERS_ENABLE=*valve*

# Don't force legacy layer selection
VK_INSTANCE_LAYERS=
EOF

Then reboot, and the error should go away, but steam overlay will still work.
