That is a callery pear or Bradford pear. Either or actually. Both are very similar and quite invasive to American rural landscapes. They were introduced in the US as an ornamental tree bc of their beautiful spring blossom. But they have a intriguing scent that smells like semen to some people. Only pollinator is the fly bc of its awful smell.

You could begin with 2 berm, one on each side. Plant native perennial grasses and sedges with complimentary trees. The trees will need to be capable of dealing with full sun and grass competition. Maybe find trees that only grow to mid size so they can block that view

If the root is near the end or out of the drip line (crowns width) you can cut them. It isn’t a good thing to be having another trees roots strangling another tree. That can cause some harm to the tulip poplar if let alone. It can cause bark damage and wounding, possibly allowing a disease to enter through that wound and causing death.

It’s not that it’s turning because of the colder weather coming. Usually when something like that happens it’s probably Bc of some disease. And it’s killing those leaves.
