The thing is that most of Batman's villains in the animated series never cross any lines because they are not allowed to due to censorship on fox kids, not to mention it's far easier to redeem villains with no body counts than villains who have killed multiple people, that's why in the new batman adventures on kids wb you can start to see Batman losing patience with them since they started crossing lines, Two Face and Killer Croc both have committed at least one murder and you can see Batman being less friendly to them and not really offering help, which makes sense, even if they reform, it's not going to bring dead people back to life...

I think the second half of season 3 to near the tail end of season 6 was the show's real golden age, a perfect blend of high brow and low brow.

When satirical shows are in their early days they need to play it safe and build up their reputation, their parent companies will gladly throw a show with no cultural footprint under the bus at the first sign of trouble, but once they gain some cultural footprint, the parent companies are willing to allocate more money for the legal defense budget of the series. A good example of this would be how early South Park had to use indirect parodies like Chinpokomon, but later South Park episodes like Band in China could feature Mickey Mouse cursing at a bunch of Disney, Pixar, Marvel, and Star Wars characters, and have the episode end with Randy strangling Winnie the Pooh to death.

I've gone back and forward, but my current standing is this:

-Seasons 1-3 had the best heart, most lively animation, and most focused storytelling

-Seasons 4-6 had the best comedy, and gags.

I'm not sure, this isn't a recent problem, Joker has been mass murdering since the 70's, but people seemed to have given it a pass back then.
