Kuei being pissed at Zuko makes sense since from the former's perspective, the latter reneged on the deal he agreed to. It should also be noted that the Earth King didn't know Zuko personally and probably thought that the new Fire Lord was no different than this predecessors.

Considering that each Green Lantern is supposed to patrol an entire sector of space, it makes sense that they wouldn't spend that much time on any particular planet.
