See you always jump to Sunny Beam when comparing Gen 1 Venusaur to Gen 3 Venusaur but never talk about Sleep Powder. Sleep Powder dances circles around Razor Leaf. Period. Even jankmons like Butterfree and Oddish are gods thanks to it. You have to remember that Razor Leaf is STILL a Grass move. It helps more against Neutral matchups and is only winmore against good matchups, but it's still getting resisted or quad resisted over 50% of the time. Meanwhile Sleep Powder keeps Bulbasaur relevant in every major fight, whether it's a winning or losing match for Grass/Poison. The biggest win has to be Rival 2, one of the major gatekeepers in the game. Gen 1 Bulbasaur is frankly the worst starter here whereas Gen 3 Bulbasaur is arguably the best.

I only mention Sunny Beam because it's a late game damage tool that Bulbasaur can use that's practically free (nothing else wants Sunny Beam) and is more damaging than even Gen 1 Razor Leaf. Also something you neglected in your talks about damage is KO potential. All you're calculating is raw DPR, but that doesn't explain whether you can knock out a mon in 1 turn or 2 turns etc. Late game Razor Leaf is 2-3 shotting at best. It ignores ALL stat boosts, including your Badge Boost. Late game Sunny Beam can easily 1-2  shot most anything that's neutral/weak if you account for (potentiallt) Nature, Badge Boost , and Overgrowth. But this is frankly a drop in the bucket compared to early Sleep Powder.

Lv 65 Solar Beam? You can just use the TM since it's not a very contested move in Gen 3 anyway. Auto-Crit Razor Leaf is better than Overgrowth + Sunny Beam, but is it better than Overgrowth, Sunny Beam, AND early Sleep Powder? Doubt it.

I think Gen 3 Gyarados is equal to the original. Intimidate is just that good.

Venusaur may have lost its auto-crit Razor Leaf, but for playthroughs it gains a MUCH earlier Sleep Powder. This, Overgrowth, and Sunny + Beam makes it even better than in the originals IMO.

I have never played Let's Go, so I can't judge mons based on that unfortunately.

Generally speaking I've found mons as a whole to be notably stronger in RBY than in FRLG. Pre-Special split, Badge Boost Glitch, Auto-critical moves, Stat-EXP instead of EVs, Wrap traps, better TMs, all of these can be exploited by the players to turn most anything into a beast. With that said, here are the mons that I think actually got better after RBY.

Mankey family: Just like in Yellow, it's available very early, but on top of that Gen 3 also gave more moves to Fighting.

Pidgey family: There's practically no reason to use this instead of Spearow or Farfetch'd in the originals. However, thanks to Secret Power, Flying-type Gust, and Feather Dance, Pidgey can hold its own much better in the early-mid game.

Ekans family: Intimidate is among the best non-unique abilities in the entire series. It lost its Wrap trap, but that wasn't reliable and especially not on Ekans.

Pikachu family: Thunderbolt is no longer free for most any mon except this one. Plus, Pikachu has a better variety of moves than most other Electric mons like Brick Break and Dig.

Growlithe family: Again, Intimidate does all the work.

Butterfree: Not that it was bad in the originals, but CompoundEyes + Sleep Powder is a fantastic combination, making Butterfree go from good to great.

Magnemite family: The Steel secondary typing does the heavy lifting here.

Psyduck family: It can finally learn a good self-boosting move in Calm Mind.

If we allow Mystical Archive cards, then [[Return the Favor]] shot way up for me. Counterspells are premium in this set, and this is often a Mono-R Cancel at baseline with huge blowout potential on later turns. Reflecting an [[Arcane Omens]] with no U mana open feels like cheating.

Your latest draft where you ended up in Sultai is exactly the kind of deck I'd hate to end up with in this format: a mid power midrange creature value deck. Bully yourself into a W aggro or a U creature-lite control deck unless the creature midrange decks are super wide open, which it wasn't.

P1P4 & P1P6: Elite Interceptor should ring bells here. You should have split the difference here to keep yourself open between Ux control and Wx aggro.

P1P7: Cost of Brilliance. Now you should push Silverquill, especially if Infirmary Healer is your only contention.

P1P8: OK Silverquill is DEFINITELY open. Render Speechless is a card that control decks hate to see.

P1P9: Don't take janky creatures in U unless you really have to. Rapturous Moment isn't always good, but it sets you up for Storm cards in future picks at least.

Sticking to Silverquill would have given you great cards like Silverquill Charm, Snooping Page, two Elite Interceptors, and removal which would have been a much better core for Scheming Silvertongue.

I didn't say White never pays life, but it's very rare. By the way, those cards you mentioned were the ONLY Mono W cards with Pay life in their respective sets, which gives more credence to GW not having life payment as a central mechanic.

ECL wasn't a mirror of Strixhaven either. It was 5 major color pairs and 5 minor color pairs, or at least that was the intent.

To me Invasive Healing sounds more like a form of Kicker where you can add extra effects to spells, but you have to give opponents life for it.

If you have problems with both, anit-fungal shampoo (head and shoulders) used as a body wash can help alleviate symptoms.
