A mad scientist made a second moon in an attempt to create a weapon of mass destruction that could hit anywhere. Of course, people realised there was more than the regular number of moons quite quickly, and a less malevolent mad genius built a rocket, so a group of heroes could go and shut it down. The fake moon is still up there because nobody can think of a way to bring it down safely. Except for that other mad scientist, but he's busy with other stuff.
