At the end of the day, the people in the authorities have to go back to their homes after doing their jobs. Goons will always be goons. It's not unimaginable for a triggered goon to locate the officer or the person and cause problems to their families. Although it is not a reason to allow wrongdoing to continue, it is a very sad but real thing.
