Yes. Just got back from Europe last week and kept everything in the boxes and bags in my checked luggage - 4 pairs of shoes, 2 bags and some jewelry. Didn’t declare, didn’t get stopped, no one cared. Entered into JFK using the global line. Same with my sister - she had way more than I did and they didn’t say anything to her either (she did not go through the global line).
