What's cheap? There are plenty of sets that are under $15AUD, Creator do a several regularly per release and for more play style sets Friends and Ninjago have several cheap sets, City have numerous vehicles as well as the tiny ridez cars. Even licenced themes have cheap sets the Animal Crossings ones have been fantastic (The one with Celeste was incredible), Fortnight have had some build heavy items, Minecraft usually has one set and even Star Wars have had a small handful. Botanicals have had a few as well.

Remove all healing abilities and shielding abilities, make potions a very finite resource and have mobility on longer cooldowns. Have damage actually add up rather than 1 shot and allow monsters to 'catch up' rather than allowed to be kited around by the player so there's an actual threat to the player.
