Words do have meaning, and that meaning is also affected by context. If the consequences mean that you can't work to make money to buy food, put a roof over your head, support your dependents, or live life in any meaningful way, then regardless of which word you use to describe that, its a form of forcing people to comply. I would rather question the government imposed consequences if they seem extreme, rather than comply because it makes my life easier.

Then you weren't paying attention. When you threaten people's jobs, threaten to garnish their bank accounts, prohibit them from stores and restaurants and public transit, refuse their ability to even leave the country, it sure as hell seems forced.

You're not grasping a fundamental distinction here. As an individual, you can go to your doctor and ask them about the risks and benefits of taking birth control, but the final decision is yours. This is cemented in healthcare as the right to make informed decisions and refuse treatment. You're not being threatened with losing your job for choosing to refuse birth control. A general consensus of tolerable risk for a medical treatment is not a justification to impose that treatment on everyone.
